On December 21, 2021, Center for International Law of the Institute of Foreign Affairs and National Security (IFANS) of the Korea National Diplomatic Academy (KNDA), Korea Association of Security and Trade, and Korean Security Agency of Trade and Industry (KOSTI) co-hosted an academic conference on the topic of “Economic Security Policy: New U.S. Trade and Security Policies and Korea’s Way Forward.”
The meeting was held to explore Korea's economic security policies and diplomatic path forward by reviewing the recent U.S. policies on economic security through the lens of new technologies, human rights and export controls. Participants also provided an overview of the relevant laws and institutions laid out by the Biden administration to explore Korea’s future economic security policies and diplomatic response.
Session 1 kicked off with opening remarks by President LEE Yong Ho of the Korea Association of Security and Trade. The topic of the session was “Race for Technological Hegemony and Trade Security” with Director-General KIM Yanghee of the Department of International Economy, Trade and Development Studies (IFANS) as moderator. Dr. YEON Wonho at the Korea Institute for International Economic Policy (KIEP) gave his presentation, and participants including Dr. Go Myong-hyun at the Asan Institute for Policy Studies shared their views on the U.S. and China’s economic security policies, current state of sanctions and restructuring of global supply chains.
Session 2 featured a discussion on “Human Rights Protection and Export Controls,” with Professor PARK Eon-kyung at Kyunghee University as moderator. Professor LEE Se-Ryon at Jeonbuk National University Law School delivered this presentation, and participants including Professor AN Keon-Hyung at Kyonggi University discussed U.S. export controls to address human rights issues in China, and relevant laws and regulations.
Session 3 was arranged on the topic of “Emerging Technologies and Export Controls” with Emeritus Professor KIM Han-Taek at Kangwon National University as moderator. Participants including Dr. KIM Hee Joon (KOSTI) and Professor YOO Joonkoo (IFANS) discussed the latest developments in U.S. export controls on emerging technologies, supply chain policies, and foreign investment screening regimes.
At the roundtable moderated by Professor KANG Jun-Ha at Hongik University, participants including former professor at Kyunggi University KIM Hyun Ji, Professor CIN Beom Cheol at Kyunggi Univerty, Former President SIM Seong-Geun of Korean Security Agency of Trade and Industry, IFANS Professor LEE Hyo Young, Emeritus Professor CHOI Seung Hwan at Kyunghee Univ. Law School shared their ideas on ways to respond to the United States’ measures to protect is economic security.
