On April 2, 2025, the Trump administration issued an executive order imposing reciprocal tariffs on countries that it deems to be applying non-reciprocal tariffs and unfair non-tariff trade barriers. However, on April 9, Washington announced the suspension of imposing the reciprocal tariffs for all countries, except China. Such abrupt changes have undermined the predictability of U.S. trade policy for its trading partners. Against this backdrop, this paper aims to examine the developments surrounding the U.S. reciprocal tariff measures under the second Trump administration and explore the responses of major countries to draw policy implications for South Korea.
