2010 IFANS Conference on Global Affairs Upload Date 2010-10-18 Hits 960

The Institute of Foreign Affairs and National Security (IFANS) (Chancellor LEE Joon-gyu) and Presidential Council for Future & Vision (PCFV) (Chairman KWAK Seung Jun) co-hosted 2010 IFANS Conference on Global Affairs on October 5th, 2010. Under the topic of “Nuclear Challenges and Responses in the 21st Century,” the conference was held in order to promote understanding and cooperation at home and abroad in handling nuclear issues including nuclear proliferation and nuclear terror.

❑ Opening Session

○ Chancellor LEE Joon-gyu stressed in his opening remarks that nuclear proliferation problem should be solved by mutual cooperations between every countries not only by a certain country's own effort, in the circumstances that Iran and North Korea are facing up to the endeavors  for a “nuclear-free world” of the international community. 

○ In the congratulatory remarks, Chairman KWAK Seung-jun  emphasized △ Compliance with the discipline of nuclear non-proliferation in the Korean Peninsula △ Intention to invite North Korean leader KIM Jong-il to the 2012 Nuclear Security Summit in Korea in case that North Korea abandons its nuclear ambition and joins the Nuclear Non proliferation Treaty (NPT) △ Endeavors of the international community to let “Outliers” including Iran and North Kroea renounce their nuclear program. 

○ In the keynote speech, the 2nd Vice Minister CHUN Yung-woo urged on a parallel movement with diplomacy and sanctions based on a special law, in detail, △ International cooperation for handling the problem of nuclear fuel after use △ Pursuing country-specific tailored approach to nuclear non-proliferation △ Resolution of the UN Security Council on the countries withdrawn from NPT. 

❑ Session 1 (Diplomatic Roundtable): “The 1st Nuclear Security Summit - Achievement and Tasks”

○ The first session was proceeded in a way of diplomatic roundtable discussion with presenters including Director-General PAIK Ji-ah, Ambassador Kathleen STEPHENS, Ambassador Masatoshi MUTO, Ambassador Skand Ranjan TAYAL, and Ambassador Mohamed ELZORKANY, moderated by the Former Vice Minister of MOFAT (Former Ambassador to Russia) LEE Kyu Hyung. 

○ The panelists shared their views on △ Importance of nuclear security and its correlation with nuclear disarmament △ Promoting peaceful use of atomic power △ Assessment of the 2010 Nuclear Security Summit in Washington △ Meaning of the 2012 Nuclear Security Summit in Korea.   

❑ Session 2: NPT Regime and “Outliers”

○ The second session was moderated by Chancellor LEE Joon-gyu, and  Professor JIN Canrong, Professor Desmond BALL, Executive Secretary   Leonid RYABIKHIN, Director Robert Bates GILL, Senior Research Fellow John P. CAVES, Jr. were present as panelists.

※ Senior Research Fellow CHEON Seong-whun and Ambassador LEE Chung Min participated as discussants. 

○ In this session, the participants discussed △ China's attitude on NPT regime and its practices △ Burma's nuclear program: towards a weapons capability △ Reinforcement of nuclear non-proliferation system with strengthening NPT and Nuclear Suppliers Group (NSG) △ Need  for  governmental and non-governmental cooperation in reinforcing nuclear non-proliferation regime.   

❑ Session 3: Promotion of Peaceful Use of Nuclear Energy

○ The last session was moderated by Member of National Assembly CHUNG Ok-nim. Also, Professor JUN Bong-Geun, Interim Director Igor A. KHRIPUNOV, Professor of Strategic Studies at Center for Policy Research in India Brahma CHELLANEY, Vice-Chairman of Brazilian Center for International Relations (CEBRI) Marcos C. de AZAMBUJA, and Vice President of Korea Atomic Energy Research Institute (KAERI) OH Keun Bae were present as panelists.

※ Senior Research Fellow of Korea Institute of Defense Analyses (KIDA) KIM Tae-woo, and Chairman of Korea Scientists & Engineers Multi-aid Association (SEMA) CHO Chungwon were present as discussants.

○ In this session, the panelists discussed △ Peaceful use of nuclear energy in the era of nuclear renaissance: a South Korean perspective △ nuclear renaissance and nuclear security culture △ Need for rules banning the use of nuclear weapons.

❑ Assessment
In this conference, the participants shared their views on △ Importance of the balance between ‘nuclear non-proliferation’ and ‘peaceful use of nuclear power’ △ Searching for international community's joint diplomatic effort and carrot-and-stick strategy against countries of nuclear proliferation.

○ Also, the participants agreed that it is significant to discuss in the 2012 Seoul Nuclear Security Summit not only nuclear security issues but also the way of international cooperation to promote peaceful use of nuclear power and react to the nuclear proliferation challenges.
