Ⅰ. Introduction

Following the U.S.-Russian summit last year, the United States tried to focus on China by stabilizing the relations with Russia. But on February 24, 2022, Russia invaded Ukraine with the aim of changing its regime and making it a satellite state.

After the Russian invasion, American policy toward Russia was changed to a containment policy to weaken Russia over time. Thus the Russian invasion of Ukraine has fundamentally altered U.S.-Russian relations. The United States and Russia will remain hostile for a long time.

The policy change of the United States in the wake of the Ukrainian war and the deterioration of U.S.-Russia relations will have significant impact on Asia as well as Europe. This change will pose a serious challenge to Korea’s Russia policy. It also can be an important turning point in its relationship with Europe.

This report aims to analyze the change in American policy toward Russia and its impact on American policy toward China and its engagement with the Indo-Pacific region. 

This report will first evaluate the NATO expansion and Russia’s response to understand the historical context. In the second section, this report will examine the causes of the Ukrainian war. In the third section, this report will analyze American policy toward Russia after the outbreak of the Ukrainian war. Lastly, this Report will present policy implications for Korea.
